Annual Report of the 2021 results of the United Nations System in Uruguay
The present report summarizes the contribution of the United Nations system in Uruguay in 2021. It outlines the actions taken and the results achieved during the first year of implementation of the new Framework for Sustainable Development Cooperation in Uruguay 2021-2025. This Framework, agreed upon with the Uruguayan government, aims to help the country make significant strides towards top-tier development in the economic, social, and environmental spheres. Politically, Uruguay's commitment to democracy, transparency, and human rights positions it at the forefront.
The United Nations reform places great emphasis on accountability, both to national authorities and to its citizens. The agencies, funds, and programs have committed to this effort and share their data online. During 2021, the United Nations system disbursed $31.5 million USD, from national and international resources, in support of responding to the effects of Covid-19 and promoting Uruguay's sustainable development. These funds have also been used, to a lesser extent, to drive South-South cooperation strategies with other countries.
The year 2021 was marked by Covid-19 and the unequal distribution of vaccines worldwide. In Uruguay, the vaccination process was highly successful, prioritizing the most vulnerable from the outset. Over time, signs of economic and social recovery from the pandemic began to emerge. However, these encouraging signals should not overshadow the situation of those sectors of society most severely affected by the crisis. This includes not only economic aspects but also physical and mental health, education, and gender-based violence. The mandate of "leaving no one behind" derived from the 2030 Agenda gains particular relevance in this special context.
The progress in Uruguay's recovery creates a conducive environment for building back better. The country must address long-term challenges in sustainable development, encompassing areas as diverse as education, future employment, social security, housing, migration, gender equality, innovation and sustainability, or international economic integration. Many of these will require broad social agreements that transcend strict political cycles.
Therefore, this report allows us, in addition to being accountable, to reaffirm our firm commitment to the country. The United Nations system in Uruguay will support national efforts to achieve the Sustainable Development Goals by 2030. This will require effective management of external shocks such as the Covid-19 pandemic, climate change, or the impacts of the war in Ukraine.
