Resident Coordinator Office

The United Nations Resident Coordinator in Uruguay, as a representative designated by the Secretary-General, coordinates the operational development activities of the United Nations in support of the national efforts carried out to implement the 2030 Agenda.

As such, he leads  and supports the United Nations Country Team in its consultations with the government, the United Nations response to national priorities, and the United Nations-Uruguay Cooperation Framework.

Coordination Work

The Country Team is the main mechanism for decision-making and coordination of the United Nations entities in Uruguay. It is led by the Resident Coordinator and is made up of representatives of all United Nations entities that have operational activities for development in the country (even if they are not residents).

The Coordination Office headed by the Resident Coordinator has the mission of:

  • Strengthen the work and expand the voice of United Nations entities working in Uruguay
  • Promote the comprehensiveness of the analysis and coherence of United Nations actions in the country
  • Bring the organization closer to the citizens and to new partners
  • Strengthen the normative mandate of the United Nations in the various dimensions of development

 

Additionally, the Coordination Office performs five basic functions: strategic planning; development economics; alliances and financing for development; data, results and accountability management; and communication and advocacy.

 

Uruguay Resident Coordinator

Pablo Ruiz Hiebra has worked for more than 20 years on governance and post-crisis recovery issues at the United Nations. He was Director of UNDP in Colombia (2017-2019), from where he contributed to the implementation of the Peace Agreement, collaborating closely with the parties to the conflict. Previously, from the UNDP Regional Centre in Panama, he led technical assistance to 20 countries in Latin America and the Caribbean on governance and peacebuilding. He holds a PhD in International Economics and Development, a bachelor’s degree in law and a bachelor’s degree in Community Law.
